A new international tribunal should be set up to investigate and prosecute Vladimir Putin and his generals for the crime of aggression, the Parliamentary Assembly of the Council of Europe recommended today.
The resolution calling on member states — and observer states, such as the US — to set up the tribunal was unopposed, though one Turkish member of the assembly abstained. There are 46 states in the Council of Europe, including the United Kingdom; Russia was expelled last month. A new international treaty would be needed to set up the one-off court.
