Will Raab reform parole? And what about victims?

It’s justice questions in the Commons tomorrow and MPs will no doubt ask Dominic Raab when he’ll be presenting his Bill of Rights Bill to them for its second reading debate. The prime minister’s answer to that question, just before the Christmas recess, was “when parliamentary time allows”. It doesn’t look as if anything has changed since then.
