Are the provisions of the Northern Ireland Troubles (Legacy and Reconciliation) Act 2023 compatible with the United Kingdom’s obligations under the European Convention on Human Rights?
That’s the question the government of Ireland is asking the human rights court in Strasbourg to answer.
“In my view the provisions of the Northern Ireland Troubles (Legacy and Reconciliation) Bill are compatible with the convention rights,” the then Northern Ireland secretary Brandon Lewis said when the bill was introduced in May last year.
“Since the UK legislation was first tabled, the [Irish] government have been consistent that it is not compatible with the convention,” Ireland’s deputy prime minister and foreign minister Micheál Martin said yesterday.
