Dominic Raab was sworn in as lord chancellor yesterday before the most senior judges of England and Wales. What you cannot tell from the published speeches is that the proceedings began 25 minutes behind schedule. That, apparently, was because Raab arrived at the Royal Courts of Justice later than expected:
