In briefing notes published alongside the Queen’s speech three months ago, the Ministry of Justice announced what was to be called the Judicial Review Bill. When the legislation was published in July, it turned out to be a Christmas tree — so called because the promised sparse spruce arrived with baubles hanging from every branch.
