Reform? Reform? Aren’t things bad enough already?

What are we to make of the government’s plans for constitutional reform?

On 17 June, I took part in a conference organised by the Constitution Unit at University College London. The other speakers were Lord Faulks QC, who chaired the Independent Review of Administrative Law and Professor Kate O’Regan, Director of the Bonavero Institute of Human Rights, Oxford. The session was rigorously chaired by Professor Catherine Barnard, of Cambridge. We were preceded by the lord chancellor, Robert Buckland
