Really valuable points here. Our constitution works (sort of) because there is an underlying integrity among the lawmakers but if the checks and balances go, then there will be a gradual drift towards unfettered control by the executive. And statutory instruments are certainly a case in point. Even during the time of Covid, the government managed to produce 1669 statutory instruments ranging in excitement from The A55 Trunk Road (Pen-y-clip Tunnel, Conwy County Borough) (Temporary Traffic Prohibitions & Restrictions) Order 2020 to The Chemicals (Health and Safety) and Genetically Modified Organisms (Contained Use) (Amendment etc.) (EU Exit) Regulations 2020, few of which will have been given more than a cursory glance by Parliament and any one of which could contain hidden traps and have a real effect on our lives.
