Likely I am missing something, Joshua, but if the human rights court has jurisdiction over Russia, as your post says is the case, why cannot a ruling of the court be enforced against assets (frozen or otherwise) of Russia outside Russia?
The only obligation of a state is to abide by the final judgment of the court in a case to which it is a party. Enforcement is ultimately a matter for the committee of ministers, of which Russia is no longer a member.
